No. If you look at the gem it says that it has to support both an attack and a spell. When the attack crits, the spell will be cast. Therefore, you can only trigger CoC with an attack, not a spell.
Ok I get it. So the attack triggers the spell. My bad. Thanks for the heads up on that.
