For first time players, just follow the default of the current challenge league in non-SSF (currently Legion). If you want to show off, play SSF, but that only really unlocks after beating parts of the campaign, so it indicates that you're not new anymore.
If you already played lots or have friends that specifically play Standard that you want to play together with, choose Standard.
The rest can choose Legion or SSF legion or has their own reason to choose a specific league.
First choice is between the current challenge league ("Legion") or Standard. Most people currently play Legion, it has a fresh economy and popular content that is not available in Standard. The main reason to play Standard is (as The_Driver already said) if you want to play with friends that are already there. Note that challenge leagues like "Legion" only run for a limited time, but when they end, all characters and loot get transferred to Standard, and you can continue to play there (or roll a new character for the next challenge league).
Second choice is whether to play Solo Self-found (SSF) or not. In an SSF league, you can't team up with other players, nor trade with them. This makes unique items much harder to get (you have farm until they drop for you, you can't just buy them), which in turn limits the builds you can make. SSF isn't for everyone, but you think you might enjoy that playstyle, I would actually recommend starting in an SSF league. Reason being that you can always migrate an SSF-character (along with its items and progress) to a non-SSF league if you prefer, but not the other way round.
Third choice is whether to play hardcore or not. Hardcore means that character death is permanent - a hardcore character that dies in Legion, cannot continue in Legion, it gets transferred to Standard. As a new player, you _will_ die until you get more experienced with the mechanics, especially in certain boss fights. I wouldn't recommend Hardcore for a new player.
