Smite skill gem

I've been looking into using Smite in my build as a support skill, but my accuracy is pretty bad. So, the question is this: How does it work? I know you can't hit with both effects on the same target, but if you miss the melee hit will the lightning strike regardless of you missing? And is the lightning considered a spell? By this, I mean whether it can be evaded or not. If anyone would enlighten me I would be very thankful.

2. Should get zapped if you hit or not.
3. No. However the discription reads as if it could not be evaded.

it is kinda a support gem but not a support gem if u know what i mean^^ as it gives nearby allies a buff when u hit with it but it is not a support gem like added cold damage

I used smite in early levels to boost my lightning damage.... Hit once, bonus to lightning damage, cast arc...

My chance to hit with Smite is 59%, which is pretty bad. I plan on using it for the Aura effect and to proc Fortify so I need to know if I can reliably hit enemies regardless of my accuracy being sh**
