The weapon is mostly irrelevant unless its specific to the gem you're using. So if you're trying to use bow skills then you're going to have to use a bow, but otherwise you just have to look at the effect types (implicits) of the weapon and at the gems and see if there are any requirements. For example a lot of maces have implicits for elemental damage so if you're planning on doing an elemental build then you may want to use a mace for the elemental damage boost, and since most of the gems you'd be using don't have any weapon type requirements then you'd be free to do that. If you look at some gems like any of the bow gems or many of the melee gems you'll see that there are weapon type requirements. So you can't use a sword with sunder for example because the sunder gem requires a mace, axe, or staff.
By the same token you generally don't want to take any of the weapon specific keystones until very late in a build (if ever). You wouldn't want to have 20 points invested into axes with a sunder build and then find a mace that does 3x as much damage and then be forced to respec all those points. Its normally better to save that stuff until near the end of your build when you know for sure thats what you want to do.
You'd miss out on the new league mechanic, fresher economy, challenge rewards and such if you don't play in the Legion league. To play there, you'll need to start a new character, which you can do at any time during the league, so there's no immediate need for action. But yeah, if you haven't progressed too far currently, you might just want to start a new character there at the start and see your first character as testing the waters.
Other than that: If you are easily frustrated, it might be best to follow a build guide. You might also want to check out https://www.twilightstrand.com/
