Arc is a spell, just as well as Storm Burst.
Spells and attacks are completely separate mechanics in PoE. A skill that's a spell is not an attack and vice versa.
The gem only works on skills that are considered attacks.
This means it only supports active skills that also have the tag "Attack" in them.
You can figure out whether or not any gem will support something just by checking the tags and making sure they match.
The game has a very wide range of skills. Physical, elemental and chaos damage type each have at least 2 or 3 attack and spell variant.
basically if a skill has a threshold jewel that changes the characteristics of the skill it can tack on additional hidden tags that supports can use.
