The best substitute to dual-wielding wands is dual wielding daggers.
THey are exteremly potent for witches, beacuse they can get nice spell damage bonuses.
Yes you can dual wield wands just fine.
If you are using the wands for attack damage, with a so called "wander" build, then it is typically best to use 1 wand that does the highest damage per shot. That's because dual wielding wands and using them to attack will alternate shots with either wand (limited by each wand's individual attack speed). And chances are 1 wand is doing more damage than the other, so just use that one.
On the other hand if you are a spell caster who does not attack with your wand you could very easily benefit from two wands with mods like: +cast speed, +spell damage, +crit chance, +crit multi, + elemental damage to spells etc...
It just depends on if you want more offense from the 2nd wand or the defensive benefits of a shield in your off hand instead.
The average person just assumes that those points are only for melee.
Secondly the amount of added damage to spells or other stats could be beneficial aswell. It comes at a tradeoff tho, since you lose the shield. If you plan on going CI (Chaos Innoculation) then going Dual Wield is probably not a good decision since it lowers your ES pool too much.
Stats on wands carry over to both wands and to your spells. Like crit, spellpower, attack speed. Even if a wand does poor shooting damage you may use it to boost attack power.
At this point I'm literally using Firestorm on my witch, solely. I just got it recently, and it's doing so much damage with barely ANY mana use. Maybe I should just stick with what I have for now, since it's so OP for now..
if you want to stack firestorms, cast speed and increased duration are your friends. you could also try and go for a cast when channel setup (preferably with scorching ray for debuffing enemy resistances) to stack as many firestorms as possible.
