Hall of Grandmasters needs to be removed from Atlas
Just about any build can do any content in the game, as long as you build, gear, and play it right.

But not the Hall of Grandmasters. If you get Zumi in it for example, and you are not a trapper or other HoG build that can defeat him, you simply cannot do it.

If you are unaware, Zumi is un-hittable with melee and seems to have 20,000 energy shield that near-instantly recharges. I tried him with a 170k+ Cyclone and a 40k Flame Totem; both of which can do nearly all content (still learning Shaper and some high map boss fights). The Cyclone guy couldn't even hit him once in 5 minutes of trying (good thing is he doesn't hit hard). The FT guy damaged about 5% of his energy shield and it instantly recharges.

How is this even remotely balanced? I have to make a character specifically to do one map in order to complete the Atlas?

or you know, you could just pay 5-10c to someone to complete it for you if you really wanna complete that map. IF you want a complete Atlas you will have to do vaal temple / perandus manor and other expensive maps anyway.
And its not true that any build can do any content in the game.
Lastly and sadly, yes hog is not a map that is ezpz and is not meant to be, you can actually 'farm' mirror cards there.
I did it with a scorching ray character with not too many problems.

Vaal Temple was easy, did it on first try with 1 death. As for paying someone to do HoG; if that is the only way to complete it outside of making a character specifically to beat it, it needs to be looked at.

All games need to have challenging aspects. So no it does not need to be removed. You need to find a way to beat it or die trying. I myself have a love hate relationship with that map. I love beating lvl 100s with level 90 but hate getting close then...dead. That is kinda the point to put your build up against some of the best builds of the past and see how far you can go.

You dont need a specific character to beat it, its just that not every character can do it easily.
Scorching Ray is just extremely strong because of its long range and the fact that its not hitting anything.

It's weird that this is the only instance (that I'm aware of right now) where PvP is mandatory for PvE progression. So yeah, maybe it should be removed from Atlas (although not from the game, but this wasn't even demanded here in my interpretation).

1) buy Scorching Ray lvl 19-20 (5c less)
2) buy tabula rasa
3) link Scorching Ray with support gems
4) go and kill all es block cwdt grandmasters
no depend whats build you use, Scorching Ray is easily way to kill all blockers.

Not everyone needs to be able to solo everything with their build. Not everyone should be able to succeed at this game. If your build cant beat it, then your build has a weakness, and thats ok.

D3 sucked because they would nerf everything that was difficult so everyone could do it, then add a new lvl of difficulty and when ppl complained that they couldnt beat it, they would then nerf the new lvl of difficulty and repeat the whole process. There was no real progression or sense of achievement because you could just log off, wait 6 months and then come back and beat everything that killed you before with the exact same gear and build because they made it ez mode.

I think they should add a boss that is designed to be unbeatable. Just put it in and let ppl flail against it. Most will give up but eventually some1 just might figure out a way to kill it. Hell, you wana make it real intresting? Make the unbeatable boss have a small chance to spawn randomly in any map or zone, and also make it run around the map lookin for the player. Now thats entertaining.

"mandatory for PvE progression" ? In what world is it "mandatory" ? its not like you have to beat the map to get access to ANYthing. Its just +1 on your atlas.

It is mandatory to beat the map if you want to progress on the atlas completion and atlas completion bonus objectives, elements that are otherwise purely PvE. Without beating it, you can't get to the full progress in those categories.

Mandatory for a 100% completion, do you want a 100% achievement to be easy and not requiring more than just a little boss character? You'd still have to invest a ♥♥♥♥♥♥♥♥ of currency to get maps like perandus manor so why not just pay 5c for HOG carry or just use a nonhitting skill to kill the block chars, its not that hard man.

You said your problem is in a pve environmet a pvp map, but its still pve dude, exiles arent player controlled, its still just a pve map with different a ruleset, if PvP wouldnt exist as it does you wouldnt even see the difference.
Yet its still a map that many characters CAN do, jsut not all of them. Your problem is strange, because it shouldnt be a problem. I've made characters who never ever could do uber lab so i just got a carry and went on happily mapping, no problem whatsoever i didnt cry uber lab should cater my playstyle, but rather just accepted how it is.

Asynchronous PvP is still a form of PvP.

I just want (or maybe "would prefer") a clear separation between PvP and PvE, what's so strange about that?

Edit: To clarify, this stems from my interpretation of what the goals of designing those types of gameplay are and what the involved players do. PvE is designed to entertain or be fun, sometimes be rewarding; PvP is for designing builds to inflict suffering upon the other participant. If the some players have to suffer for this mode to exist, you can't really say it's the primary objective to be entertaining.
