yes both stats have an impact on drops
Item quantity increases the chance of a fallen enemy to drop additional items. Then when those item drop, the increased rarity will give you a chance for the item to drop a rarity higher. Liek if a white item drops, it might drop blue instead etc.
Items like currency, cards, gems etc. don't have a rarity stat (they are always white), so the increased rarity doesn't do anything for them, the only thing you can do is increase the %quantity to hae a chance to get more loot from a mob and currency in that loot.
So in short, imagine the loot as a slot machine. You always have the same probability to get an exalt, the %quantity is kind of like using more slot machines at the same time, they all have the same chance and you can't change that, but since you use a lot of them, you get more chance to get what you want is a fixed amount of time.
I cant tell you how many strong boxes ive opened with +1000% or more rarity on them dont even drop a rare item, or anything worth picking up....and ive opened a lot of those....just an example.
Stacking a lot of rarity (like on every item) and putting the support gem on your main skill while you speed clear maps for weeks on end is worth it...picking up a gold neck and a ring with the stat while progressing isnt. Of course it comes with a price in that your losing stats that would usually allow you to do more difficult content....which will get you to endgame faster, where drops are far better than any modified item with rarity would ever produce.

Obviously not since I went outside to tell my neighbor how good the potato was. Duh!
Item rarity dose not effect currency drops, all it dose is increase the amount of rare gear that drops and give you a bigger chance to get a unique (though even 2000% increase in rarity dose not guarentee anything "good")
The bigger boost to loot especialy currency is IIQ more stuff drops so there is more change to get currency and a bigger pool of items for which the IIR can roll, but id dose not effect the rarity or the value of what drops
