It exists but lets just say, that its not a real priority for the devs. I am not really that experienced with pvp, though - only did it to level up the master.
Some PvP modes require you to organize something yourself to get enough people to queue up to get a 3v3 match, that says a lot about participation numbers.
I've visited it for the laughs from time to time (well, for the masters daily, really) and it's mostly getting killed from offscreen or running into invisible traps/mines and other mechanics you might find unfair. And of course the torture builds that try to let you suffer through slowing you to a crawl. That or using such techniques yourself.
Leo has some extremely important mods for certain builds.
- 15 to 30% inc damage over time. That is a great mod to craft for many builds.
- 10 to 15% reduced enemy block chance. This is a must have on a Hall of Grandmasters farming build. Otherwise good luck killing the max block/spell block characters. Same applies in PvP vs block builds.
