It should be related to movepeed. But the faster you go, the less aoe you'll get, so the less damage you'll do. If you want to do damage with it you need to slow your movespeed.

Yes and no, your attack speed decides how many attacks are in the dash, move speed for how fast the phantom moves... If you have 30% move speed shoes, and another 10% from some other item. You should be able to get the range you want if you pop a quick silver flask.
