I missed a location.

Between the Harbour Bridge and Solaris Temple on Act 8 there is a place, I seem to have either not looked hard enough or you go back there later.

Anyone know how to get there and from which of the sides?

It's the solaris Concourse, and you get to it by continuing along the harbour bridge. The entire map is one big loop, so you can go either right or left from the toxic conduits and get every major waypoint eventually.

You must have gone right, did the solaris temple, backtracked to the conduit and went left.
