Not really, but you will startout weaker.
One of the minion clusters are right at the scion start. However after that you will have to go up and to the witch.
Of course this all depends what he wants, more solo or semi-solo to CoOp / skeletons, zombies and or spectres?
However the witch is better if you are looking into easier builds for a summoner vs advanced ones that needs a little more care and attetion.

Necro is obviously better, but I guess it can work for Scion. Just weaker due to no ascendancy stuff. SRS will tear through most of content anyway.
Not a good tradeoff for 6 extra points. And you're skill tree will look nearly exactly the same because the nodes you want are focused around both scion and witch starting point.
The OP haven't said what he/she wanted. It could very well be a build for ♥♥♥♥ and giggles and for that matter even a marauder summoner can be fun.
Fun isn't always god coming out of the sky and killing everything with a single bolt.
Oh btw my summoner is a witch which I build on whim for just that. If I wanted to go all pro league then I'll stick to my other build projects.

Haha as long as you have fun with it. You can always try a secondary damage type if you are not going fullblown summoner like mixing in fire and ignite.
