When/where do I get movement skills?

I'm level 10 with both Witch and Shadow, and was expecting any type of skill gem to travel around the map faster. Is there any ability like that early game?

Whirling Blades can be bought by a shadow (not witch) from Nessa after you've defeated Brutus . It can be used once you're level 10 so , that would work for you. Lightning Warp would be an appropriate skill for your witch(can also be bought after defeating Brutus and can be bought by a witch)

you get movement skills as a reward for killing brutus

dont use lightning warp. it is incredibly slow without links and levels and quality.

As a witch early on, you can use flame dash.

But for the most leveling part, I find carrying 2 quicksilver flasks with the speed and duration (or better recharges) mods with some boots with movement speed mod being the most efficient way to speedrun most of the game.
