Randomly generated areas?

So, Iin a different thread someone mentioned that all the areas are randomly generated, but after playing a bunch more, I find the opposite. Can someone explain what's going on? I have tried going back and forth between areas, and even have tried logging out and back in many times, and the maps are exactly the same. They even still contain the exact same dead monsters I killed last time, and every other time I was in that area, and even the same dropped items are still sitting there waiting for me to pick them up. Don't get me wrong, I like that, I'm just confused. Also, how am I supposed to get more monsters? It seems like once I've killed all the monsters in an area, that area is done and no more spawn.

control click on a zone transition or on a waypoint from the waypoint menu. click "new"

Areas reset after between 7 and 14 minutes i believe. If you go back in that time, the reset timer will start again.
But a new zone will spawn after this time is over.

Zones that connect to two other zones or more, will timeout and reset after 15 minutes.

Zones that connect to only 1 other zone, will timeout and reset after 7 minutes.
