However, running the install (e.g. from the store page of the game) on the same steam "library folder" should recognize the installed files, at least if you are on the most recent patch level. If you are, the install will simply use the existing files and download (hardly?) anything.

That wouldn't be happening then, it would start the game even if the currently selected view doesn't show it.
"It" (whatever that means, "steam" or "the problem") doesn't force you to uninstall another game. You can still relocate games to other drives, delete other files etc to free up space to be able to recognize the files. If you have a dynamic setup you can just add more drives to increase storage. And so on.
I know steam would never forcibly uninstall a program under these circumstances (if ever) which is why I wanted to set the record straight.
