Twyzel has quite a theme around using it for wanders (as in people that use it as a weapon instead of as a stat boost), it has physical damage which will only apply to attacks, it has physical % that does the same, the attack speed obviously only applies to attacks as well. And the crit chance is local to the wand as well (as in won't affect spells).
This means it's quite bad for spells, as only the implicit as well as the socketed gems modifier can even apply. However if you have an attack like Barrage or Power Siphon, an additional projectile can be quite nice. Although you might at that point already have a 4L or even use a leveling 6L (Tabula Rasa), which could easily outperform the twyzels projectile.
There are other uniques that fit the spellcaster type way better and are even lower in level, e.g. Reverberation Rod.
