You would have to actually play that other character to unlock the gems, though.
I did that early on when doing SSF, now I just wait for them to drop and roll gemcutters boxes (to support or all / rare if it makes sense) to increase my chances. Most gems can be substituted while leveling. (Although a missing LMP can be quite frustrating)
Lvling alts isn't that hard unless your free time to play the game is really short. You can get into Act 4 Merciless with only main quests being done in around 8 to 12h (speedrunners are doing it in less than 5h but let's ignore that). Ofc it helps if you have lvling gears to boost efficiency but once each class is done, you've an infinite suply of gems as long as you've currency to spend.
gem+orb scouring = -1 gem lvl
gem+orb of regret = gem lvl equals 1
Both orbs aren't even that expensive or hard to get, they drop at a decent rate.

Not that I've ever gone this far to mule myself a gem. I think A3 Normal is as far as I've gone. So more like 1-1.5h.
Of course that may change if I play SSF.
But either way I look at the positive side: if I get bored of my main, I already have an alt pre-leveled.
