Does hinder from Singularity count as a curse?

Hinder is not a curse but a debuff (kind of like shock, it's just a slow debuff instead of a damage one). The thing with hinder is that you can't have 2 instances of it on a mob, it's to limit the power of slow debuffs.

K. So, in looking at it, you think Singularity would still be pretty cool with a Blade Vortex build that spreads poison around too? Seems like that dmg boost to hindered mobs would be pretty cool. Idk if that double dips with poison or not. I just recently really started to dive into more of the mechanics in this game now that some things are starting to make more sense.
