Doubt about Witch Arc Crit Build
I just started playing this game and I know pretty much nothing about it.

As I am new to it, I searched for a build to follow and I found this one:

After that I end up finding others, but all of them lead to my question:
Why a lightning based build don't alocate point in "Lightning Walker", "Heart of Thunder", "Breath of Lightning", and several other that boost lightning damage?

As a example, the build linked above have the following passive skill tree:

Generally those nodes are skipped because they are inefficient. A build guide will weigh damage node clusters to find the average damage increase per node, and many of the base elemental damage ones just aren't worth it. In addition, for crit builds, more nodes must be put into crit chance and multi in the tree, which will give better damage scaling overall.

Because the keyword in lightning crit arc witch is "CRIT", when you play a crit build you pick crit nodes, you don't really need anything else for damage (and you don't usually have anymore point to spend, crit builds are demanding), the crit multiplier will do the job, and the lightning crit effect is shock, which gives 50% global increased damage to shocked enemies.
On top of that the build got a lot of power charges with the 4% spell damage per power charge node, that will equal any notable you would take on the tree.

Indeed, efficiency of nodes is important, as available nodes are a finite resource.

Most nodes you've listed just grant bland increased lightning damage %. Increases are added up into one factor, meaning "increased damage" has quite a bit of diminishing returns, and you'll probably already have some on your gear. Imagine two Doryanis Catalyst, that's already a factor of 2.8 (from the elemental damage increase), what's an additional 6% per node on it from that one example of yours? 2% more? Not that much if you can instead go into better crits, which have secondary stats as well (more crits mean more likely to be shocked, better generation through power charge on crit, ...)
