"Cannot be slowed below base speed" I.E: Stock speed, starting character move/attack/cast speed. So for example when you start game and are chilled, it won't mess you up.
I don't want to plan my juggernaut build around armor with movement speed penalties and hope that the unstoppable passive will save me, only to find out that the game is like "Wait, what? LOL Nope. Equipment penalties are part of your base value. Crawl around like a turtle now."
No, anything added to your character through equips is a modifier, not a base state. It's considered a penalty.
