Report a translation problem
Go into Steam Big Picture mode -> Settings -> Controller Settings, there check PS4 Controller Support. Then you can exit Big Picture mode and start the game.
The way to resolve this is to launch the game and change the video settings from Windowed to Fullscreen.
Then re-launch the game, your controller should work now.
If this doesn't help then ensure that Steam recognises your controller. This is generally tested by pressing the PS Button within Steam to open Big Picture.
Just to confirm: you don't need to be in big picture for the controller to work. I was using it via Bluetooth via a Steam In-home stream and clicking the game directly in the standard library.

I had to close DS4 to remove this problem.
Wasn’t impressed with the PS4 controller rumble out of the packaging so I maxed it out to 150% in the DS4 program. I always use DS4.
