Texture size honestly seems like the big setting. Maximum textures need a 10gb+ card to run with any degree of comfort otherwise you'll get a lot of load stutter and just low FPS in general. You won't see too much of a difference between Max and High unless you're playing at 4K and if you're playing at 4K, you're probably using 4080/4090 anyway.
edit playing more i get drops to 40 fps on max when alot of generals are around more a limitation by my overclocked i7 4790k
