He has the most disparate power in the whole game IMO. You fight him as a perma rage mode demi god, then as an ally he's average then on battle of haurang pass wei side he's a 1 courage officer that you can defeat in like a single combo.

LOL, I've played the battle "pre-Chi Bi" and Gan Ning basically was attacking the entire Cao Cao fleet on his own and not once I had to rush to his aid
