There is actually a third defense accessory for 60% on its own letting you equip two for 100%. For all I know there might be an even stronger one out there, too (although I doubt it).
Location. Now.
Halberd is super long and can kite enemy from distance negate 1/3 of his moves from ever hitting you. I use accessory that 1 time revive you when dead. Still take 3 hour getting stomped and learning his move.
i went full on attack against him (15% attack + 15% attack at >50% hp) with the grade 8 halberd.
here are a few notes about fighting him:
power shot is king at interruptions and is highly recommended
Divine wrath is great at keeping up damage and launching him into the air, allowing you to attack him with vortex gem active,
the final strong attack is able to stun enemies even on ultimate.
you cant die from yellow health
if you can keep your guards alive, then you can use roar and fury tactics to interrupt him from doing harder to dodge attacks
keep your rage mode on hold until he activates his,
all attacks are easy to dodge except the one where he fires waves which you can detect by him holding the halberd with both hands before attacking, you should interrupt this attack with power shot or tactics.
hope this helps
