Can't download with family sharing

Me and a family member have family sharing enabled so we can play games from each other's library but for some reason I can't seem to find Dynasty Warriors Origins when I want to download it even though the store page says it has family sharing. What could be the issue that I can't download it?

He has it installed but doesn't play it for now.

try to remove family sharing and set it up again from scratch or log in and out? idk

How do you turn it off of Private? It is not showing in my brothers excluded games and the properties of the game is not marked private.

Can't do that, you get a year timeout if you re setup family.

How do you turn it off of Private? It is not showing in my brothers excluded games and the properties of the game is not marked private.

Click the game in the library, click on the gear button on the right below the banner, go to manage and there should be a button that says "mark/unmark this game as private"
