There's a demo, you should just try it. It is a reboot, basically.

No, you only play as the unknown hero, there is no character creator either. You dont control any other generals except for specific times in combat.

what a shame, they should have gone deeper

You can eventually command your own groups and unlock new orders (Tactics) for them, although (I presume due to controller limitations) you can only equip three Tactics at a time. The demo grants you up to twenty-one troops at a time (any troops you lose in combat will regenerate when you're inside an allied base) and the demo has four Tactics (you can swap any one out).

what do these tactics do and do these troops even matter?

Honestly, after playing DW8 recently I'm glad there's only one character. I'm burnt out leveling all my characters to 150 and the same repetitive crap. It's been 6 years since a new DW game and the looks and game play look polished, smooth and fun. Looking forward to this.
Plays more like an actual video game and less like you're just smashing buttons

I'm with you on this one, I have played every musou game from DW3, including every spinoff, and I'm sure we will be back with the normal characters in the next game, but yeah, having 50+ or 100+ characters, usually with dozens of cloned movesets, is a waste of resources and time when usually they are just there to say "we have 100+ officers" but zero substance between them.

Give me fewer (or even one like this game) but different weapons and different ways to play depending on the weapon. I LOVE musou games but take as an example, Sengoku Basara, which sadly the last game released in the west was 3 for ps3, fewer characters than any musou game but each one TOTALLY different feeling.

And guys, remember this isn't called Dynasty Warriors 10 or Dynasty Warriors X.
