Random frame drops?

The game was running perfectly and still is between 60 and 120 FPS however every 10 seconds or so it drops to 1fps for maybe 3 seconds then back to normal, is anyone else having this? if so has anyone found a fix?

Lots of people. I'm over 90 FPS and the game stutters around like I'm pushing 15 FPS.

Cut scenes like to skip frames, too.

Lots of suggestions for fixes if you do a search, but nothing has worked out for me.

you need to match the in game framerate target. if you set it to 120 and you dont get a rock solid 120 it will stutter.

I just set the in game framerate to 60 and also cap to 60 with RTSS for a flawless experience.

Cutscenes would stay at a solid 60 FPS while gameplay was a solid 120 FPS however just recently as a few others have said the framerate will stutter and freeze at random moments and i'm also now getting this
