Report a translation problem
Steam-client, Library, right-click on Outlast, Properties, Updates tab, Un-check the option for the Steam Cloud there.
Next, navigate to where you have Steam install on your computer, and then it might be a bit tricky to find, but locate the proper folder for which Save files are supposed to be saved locally on your computer.
The path may look something like this (depending on where you Steam is installed):
C:\Program Files (x86)\Steam\userdata\XXXXXXXX\238320\remote
The XXXXXXXX could be a unique number for each different Steam User.
You could copy those save-files found on your main computer over to your laptop (similar path to the folder).
Also, the 8-digit-number folder, there could be a couple of them, so if you don't find the 238320 within one, check the other one.
Remember, the path could be different according to where you have Steam installed.

No, that's something else, that the game's configuration ini files.
If you still can't find it, then you can try and let Windows find it via a search.
Navigate up to C:\Program Files (x86)\Steam\userdata\
(according to where you have Steam installed), then via the navigation window, you may have the option to search for files or folders, put in "238320" (without the quotes), and if there it should find it, or alternatively, put in "*ol_" (without the quotes), as all save-files for Outlast begin with a "ol_" prefix.
If still can't find, then perhaps do a Windows search for files and folders of your whole hard drive (may take longer though), via clicking the WIndows Start button and enter one of those items accordingly into the "search programs and files" field.
