Gonna quote myself:
The asylum became an open slaughterhouse, so the names of each place doesn't matter. Nobody is staying in their wards. It only calls it the Female Ward because prior to when ♥♥♥♥ hit the fan, that's what it was. Doesn't mean that's what it's still being used as. There are women anywhere and everywhere, and there are men anywhere and everywhere (much less women though, sure). The difference is that the women are not hostile, they are usually huddling in a corner somewhere and they are normally hiding their faces. They are also bald usually.
Also probably eaten afterwards.

Ah, that makes sense. Well, people keep asking this because it's not obvious, it's hard for people to notice, and only when they finish the game or go through the female ward do they realize "hey, there are no obvious woman around" and then they think there are none.
