I can't disable motion blur, no matter what I do
I followed several guides, did everything correctly (even downloaded a config file already modded to get rid of it) and nothing words. As soon as I enter the asylum area, the motion blur kicks in (for some reason there isn't any motion blur while you're near the car). Is there ANY WAY to effectively get rid of this terrible feature? Thanks

turn the "effects" to "very low" then you will have no blur

So what's the point of all these tutorials about edditing .ini files if they're all useless?

Make sure that ini file is set to "Read Only" in its properties (right-click on the file, Properties, check the "Read Only" option).

I did that, I did everything properly. Doesn't work

Just do what I said, the blur should be gone by then. But, I do not know how messed up your client is now, so I would reccomend un-installing it then re-installing it to make sure everything is at the default coding and such.

Ok I set the effects to very low and it got rid of the motion blur and since I had the .ini file still set to read-only, that means the command that controls the motion blur effect is in another file, otherwise it wouldn't have worked. Am I correct?

If you destoryed your coding and files, then nothing would work. But, since you are able to get rid of it using the Normal method, then you are fine.Just please, please do not screw around with the files :p

I didn't destroy anything. I just want to figure out what I have to edit to only get rid of motion blur and not ALL effects. I did the test and set OLSystemSettings.ini to read-only and then, in the game menu, I set the effects to "very low", which got rid of the motion blur.
Since whenever you change something in the game menu, the game modifies the correspondent command in the appropriate .ini file and since I had OLSystemSettings.ini set to read-only, that means the the command for motion blur is in another .ini file other than OLSystemSettings.ini
I just need to figure out which one

Not sure what else to suggest. The method of editing the proper ini file and setting it to read-only seems to work well for me.

Sorry about this issue. We will add motion blur as a configurable option in a patch in the near future.
