Possible FIX for the low FPS
I was having the same issue as everyone else, with the lagging mouse, poor menu and game performance, and so on.

I fixed it by going to the windows start menu, run command box, typing Msconfig and looking through the startup and services sections for anything that looked like malware, I deleted anything that I didn't recognize, rebooted, and went from 10 fps to 100fps at max settings. My theory as to why this worked for me at least, is that Outlast has issues running with certain programs in the background, such as DxTory.

Can't guarantee anything, but thought I'd at least post what fixed the issue for me. I figure worst case scenario, it doesn't fix your game, but your system runs slightly better as a whole. =P good luck all!!!

Worst case scenario= "I deleted anything that I didn't recognize", seriously if your pc had malware or viruses, this didn't fix anything. Run Malwarebytes and get yourself a free virus scanner like Avast, Avira, AVG, Microsoft Security Essentials, and if you are running Norton (Symantec) or Mcafee these antivirus programs eat up processing power.

Actually, if Outlast treats certain programs the way it treated DxTory, then 10 to 100 is really not a stretch. That said, if I had a VIRUS it wouldn't do much, but if it's just malware then it most certainly would. I use MSE, and have actually made decent cash cleaning other people's computers of viruses, so please don't treat me like I'm ignorant. It didn't delete the malware, sure, but it stopped it from running and thus improved my peformance. And fine, when I said deleted, I meant disabled, and it IS a clean windows install, I just had a few bits of malware installed, that were slowing me down a bit. They're gone now, and I'm back at full speed, so this is aiming to help people who are experiencing slow downs from similar sources.

I have a gtx 760 with a i7 quadcore (2.4, I believe) only 4 gig ram, but still more than enough. Nice try though. :)

Sorry if my post offended in any way, text doesn't translate well if read in certain ways. Glad to hear it Sheik! I would like to reiterate, try Malwarebytes, you never know what's left behind. I'm glad you can play this game, I'm having a freakin good time!

If you really think you had malware, then you should install spybot and apply immunizations to the hosts file. (You should probably do so anyway, everyone should.) More effective than the best antivirus, really. Also, a virus is a type of malware. Lastly, it sounds as though you're having issues with programs that hijack DX draws for overlays, which is not malware. Steam does that in fact for SIG.

I should really clarify, while this WILL help some people to play this game, it IS only treating a symptom of a larger problem, which SHOULD be addressed. This is however, a good way of finding out if you ARE dealing with malware and not some other problem. So at the very least everyone should try this method, and if it helps, simply be aware that you have solved your GAME problem, but the malware is still there until you actually get rid of it. :)

P.S. To the guy above me, it was malware, I only had 4 programs running which were not standard and/or expected, and it worked, I deleted them later. The difference between malware and a virus is the difference between a benign and malignant tumor. While essentially the same thing, it's still apples and oranges in practice.
