Evil Within had jumpscares? O_o
That being said Evil Within wasnt scary at all for me, and its combat heavy, this seems to be 0 combat
You will scare with this game, believe me. ;-)
But in all seriousness, I would not call Outlast a jumpscare game. That's more like FNAF. Outlast has it's pop out moments but it mostly relies on putting you into very intense and horrifying situations, whether it be getting tied up by a mad surgeon or being trapped in the sewers with a gigantic psychopath, it will find some way to freak you out.
If you like ambience, then buy this game
