More fear, more tension, better atmosphere, more crazy (especially the DLC Whistleblower) magnificent soundtrack, story based on real events, etc...
I say get both. Penumbra has an overall more engaging plot (imo) and will giuve you a haunting sense of loneliness
Pretty much this. Penumbra Overture was my first horror game, followed by its sequel Black Plague. I thought that had a more dense atmosphere and more mysterious elements to it. Outlast has its mystery and atmosphere too, no doubt about that.
I love both games and its a really tough call, but if I had to pick which one to start with, I'd say Penumbra. Its horror was more subtle, and I felt like the game gave me time to immerse myself more in its world before I started running from things.
