In the end Wernicke used him to get rid of Billy/the Walrider and wanted to get rid of Miles as well so he couldn't expose what happend at Mount Massive. But Miles had become the new host for the Walrider so he kinda survived... you could also see him at the end of Whistleblower and it is mentioned in the comics that he's still alive, even tho we don't exactly know if he is still Miles or if the Walrider/Billy took completely over. The camera footage Miles recorded has not been published

The soldiers are Murkoff soldiers/security, they don't want people to know about what happened and Miles recorded everything that happened, so they shot him to get rid of evidence, which backfired.
