Report a translation problem
Open up task manager and go to performance and down to GPU, leave that running and in game when it starts to stutter, Alt+tab out of game and check the current and past memory usage.
I honestly don't know the difference all that well, outside of general compatibility between 32bit and 64bit operating systems, but hey, give it a shot anyway if you've tried everything else. Just know that because they're technically different versions, you'll need to mess around with your settings again, and I can't say with absolute certainty that you'll be able to play the same save.
OLGame.exe is what you'd be looking for, under \steamapps\common\Outlast\Binaries(\Win32 or \Win64)
Other than that, and I know you said you've already tried the fps fixes, but the only other thing I can recommend is playing with either
OLSystemSettings.ini in \Documents\My Games\Outlast\OLGame\Config, or
BaseSystemSettings.ini in \steamapps\common\Outlast\Engine\Config...
