If thats the case, then start the game in Offline Mode (Restart Steam with no internet then the game should work fine.)
Thanks for all the help however. I'll jus retry everything again.
1. make sure laptop is using dedicated graphics card and NOT the onboard graphics.
2. remove the old user user preferences file. maybe the game is reusing the old pc hardware settings on your new laptop.

Fixed Outlast, reinstalling Microsoft Visual Studio C++ Redistributable 2010 x64 and x86.

Install both. If you get a message saying you have newer versions of C++ 2010 installed, uninstall them, and then install the ones above.
