Bug Mission Siwa Oasis
I'm the last objective and I have to climb on the point of observation.
I killed everyone in the city, but as soon as I climb the scaffolding, start the animation and the officer runs away and failed mission.
I also tried to hide all the dead bodies but it did not do anything.

Well, there is an update. I hope it fixes this issue for others. :)

Hey the officer dont run away for me, while i killed every1 and hide the bodies.
Maybe if you play with me the co-op he wouldnt run away

I had the exact same problem. It'd reload the checkpoint of them running away so I was stuck in a loop of a fading black screen and "load last save".

If you reload a save just before that bit when you get up to the scafolding, climb right up and go prone, stay prone and push right up against the wall so you can't see them and they can't see you, creep forward once all three of them are talking and tag the officer. Crawl all the way back and push against the wall until they walk off and out of view/range of seeing you. This should counter the problem.

When you zoom in, tag the officer with the bandage on his left hand. That's the one Karl mentions in the cut scene in the officers office.

I had the same problem on Cadet difficulty. The solution is to make sure you don't leave climbing the scaffolding until last. If you do the scaffolding task earlier, then there is no problem finishing the level. It makes no difference whether or not you use trip mines or leave bodies about. The whole issue is to ensure you do the climb reasonably early on in the level.

The solution for this problem that everyone is reporting is quite simple.

After leaving the office to spy on the meeting you have to remain in the CROUCHED position, using as much cover as you can all the way to the ladders and while you climb them. Once you get to the top you get the cutscene, when it reverts back to game immediatly go prone, use binocs to see which officer has bandage on hand and tag said officer.

When they turn their backs to leave get down the ladders ASAP and cut through the building, wait for taged officer to retrieve the journal and watch which way his siloette(?) goes (so far he has gone in three differant direction for me) and head him off without being seen.

He will allways pass near something explosive, if you get into the right position, trigger it with the Welrod (silence is key to making it look like an accident) pistol.

I kill everything prior to that. However, once the cut-scene is done, I climb down, follow the Sgt. then, kill him at the first opportunity available with w/e explosive device near him then, before collecting the data, I kill the others too. :B1::sniperelite:

So do I, but the one time I moved to the observation point in the upright position, was the only time I had the problem everyone is refering to, and ONLY that time.

I crouch before I climb the ladder and once I leave it, Im still in a crouched position so, I didn't really have a problem.

As you leave the office, your character gives you the solution when he says "I better stay low" or something along those lines. It works for me so I guess I'll keep doing it.

I did too, my first play-through.

Ok, I just managed to get past the scaffolding bug in Siwa. The key, as some have mentioned, is to check Vahlen's room and get to the scaffolding earlier, do not leave it until last.
The first time, when I got the ladder bug, I had entered the fort through the cliff to the right which has one of the three guns which you can take out as part of a side mission. From there I entered the fort and slowly worked my way counter-clockwise and ended up doing the Vahlen/scaffolding bit last which made him run away after the cut scene.

This second time around I restarted the whole Siwa mission, didn't change difficulty, slowly worked my way through the field using the welrod and crouching almost all the time. I didn't sabotage any generators just to make sure, I alerted a few soldiers here and there but that hasn't effected the end result. After going through Vahlen's room and starting to go through the wide pit area toward the scaffolding perch there are two German sniper which you will need to take out as they always spot you. Not too hard to do, use the overhead plane noise to mask your rifle and only pop out during the noise where you will have about seconds to get the drop on the snipers, lock in your scope and take them out.

I've played this level countless times on nothing but Sniper Elite & Authentic difficulties. I've never hid any bodies, & I sabotage all generators in the map. I've never encountered this bug, but then again, I've never played it on Marksman or Cadet, so whether that's the problem or not I don't know...
The only time I've had a mission fail at that point was leaving a trap behind for an officer to step on, before I got the intel, & killed one of them prematurely. I only made that mistake once, & have had no problems ever since....
Hope that helps. Best of luck. :)
