I believe you gotta hit them directly if you want to knock them out, you can always get yourself in a combat situation, test it out, then reload a save
Close enough it's very useful to render unconscious a couple of NPC a time if for whichever reason you shouldn't already have the double take-down augmentation, it can even stun multiple enemies in the medium range for a decent amount of time.
Practice is still the best way to understand how it works, though.

Nah, this way you split them too much, a frag mine in the middle of the group works a lot better and saves time, the more compact they are the bigger the bang.
The PEPS is very fun to shoot closest as possible at the back of unaware ones.
