Infiltrate Derelict Row Undetected-Keeps failing before I even get there!

Alright, SO, I played through the original Deus Ex: HR, got 49/50 achievements. In Director's Cut, I'm trying to do the Cloak and Daggers mission. I've done everything but go to Derelict Row, but by the time I enter Derelict Row, it says I've already failed the "remain undetected" venture.

All of Double T's guys are knocked out, not dead (triple checked this). I have the weapon's cache and drugs from O'Malley's apartment, and no matter which way I try to get into Derelict Row, albeit the roof, the main entrance, or the sewers, by the time I get there, the music start gearing up (as if there's a hostile presence, yet there's none on radar) and I keep getting a notice that I failed to remain undetected in Derelict Row. Google brought nothing like this up... so.... WHAT GIVES?!?!??!?!

You probably were there before the mission and you were detected there, I think that the best thing to do is to start a new game, do not go there until mission and then just keep sneaking there. (No take downs).

Or it might be some sort of bug.

I think it's a bug, because I started the whole Cloak and Daggers mission over, decided to NOT pay a visit to the gang members, but completed everything else. Made it through Derelict row unnoticed and it told me to go see the hooker again, so I did, and the whole mission was completed. Very, very odd.

I'm pretty sure that, if you go into Derelict Row before you get the mission, take down every hostile you can find, and THEN get the mission, it makes getting the "remain undetected" achievement trivial. That was the case for me in the original version of the game.

It's possible that they changed it for the Director's Cut.

DC is the same. I visited Derelict Row before the Cloak and Daggers mission. Knocked out everyone. Came back for Cloak and Daggers and just walked through, everyone was where I left them. Zzzz

I'm talking about the gang members in the apartment. I went through Derelict Row without knocking out all the guys in the apartment and was able to complete the quest.
