Sarif Industries: Manufacturing Plant - Broken Script and Random Alarm?

I'm trying to do Foxiest of the Hounds, and I am having some trouble in the Sarif Industries area. As you come up the stairs the last office area before Zeke, there are two guards in a hall, and your approach should trigger an event where they talk. Instead, when I get there, they split up, and I see a countdown time at the lower left of my screen.

Is this event broken or bugged? Is the timer an alarm? I haven't killed or knocked out anyone in the entire place. I've made Ghost and Smooth Operator where possible, and I haven't alarmed anyone. What gives?

To win Foxy you just need to ensure you don't ever get a red alert status.

Yellow is fine.

Sometimes they talk and sometimes they don't.

The timer on the lower left is one of your augmentations. The stealth enhancement I think. It tells you how long the enemies will be on the yellow "alert" state before forgeting about it and acting like nothing happened.

It's my experience that the timer doesn't appear when they are alarmed (yellow). This usually happens when an enemy has become hostile (red) and is searching for you.

Wow, you really went back in time with this one! I don't think I ever solved it. I had to play through the game multiple times to get the achievement because there's no indicator of success or failure.
