Good news however is that unless you run down the streets of the hub areas constantly cloaked, and try to conserve those candies for emergencies, two bars is more than enough for most areas.
That recharge time boost is a real boon, though. Be sure to max that aug quite early for convinence, if nothing else.
That sucks. I was hoping it was just something I was missing. Seems like a strange gameplay function to add really, since a lot of what you do requires those charges. But I play the game pretty stealthy, so I don't use them a whole lot. Anyway, thanks for the response.
My personal head-cannon is that Adam accidently triggered some type of 'survival mode' while learning his augments, and saved the world running on a tank half-empty.
Personally, though, I would have had the batteries taking twice as long per tank. First ten sec, second twenty sec, third forthy sec, and so on; using the maxed recharge rate as an example.
That would have meant that you'd get a full charge eventually while just running around, but it's still unpractical in the extreme for combat.

I finish almost all my playthroughs with like 30+ candy bars left. Energy isn't hard at all to get in HR.
