It's not an open world game. You move between missions and quest hubs. Inside the quest hubs you can explore on your own. But story related missions are more or less linear. Though they do have different approaches (including different points of entry at times).

it is not open world, but hub worlds. a hub world is a world like our world, open, but very tiny. so a better thing to call it is, tiny open worlds.

Well those tags are made by users, and the game does have certain qualities usually connected to open world games.

For instance when you get a mission to infiltrate a building you usually have many ways to go about that. Frontal assault, over the roof, air ducts, or even bash the back wall (with the right implants).

the areas themselves while not technically open world are still of decent size and still offer a large amount of freedom in getting around them and exploring them. multi story buildings with alternate passages, interconnected alleyways, side missions to undertake, sewer systems to explore ect. it feels like a small chunk of a real city to a degree. theres enough in them tot he point where you can easily get 10-12hours out of each if you really look around.

Look unless you are into stealthing past hobos and electrocuting 'ladies of the evening' there is nothing to do outside the missions. sure there's choice in the story, but not outside of it
