How to fix the bug where you cannot kill / Knockout Double T (Cloak & Daggers quest)

Hello!

So I've been stuck on this side quest Cloak & Daggers for a bit and couldn't figure out how to get the quest completed. Apparently Doubble T is actually spawned in the map, just not at the right place. There are two ways to completed this quest if it's bugged:

1. Stand on the top of the staircase wall and shoot and kill Doubble T, you can see the quest mark where he's standing. He is invisible but you can shoot him with a sniper or the combat assault rifle. I recommend using a silencer so you don't attract attention. Note that if you do this the quest will be failed.

2. Go outside the apartment where he is supposed to spawn and aim at the quest mark. When you do this he drops down into the room and you can either kill him or knock him out.
