No its just a visual style tweak that doesnt define anything.
Some people like it and some dont. Personally it doesnt bother me either way, game is still awesome. But it should be in the option screen.
And Steam doesnt offer the original version anymore so its not a "simple solution".
Go buy it for 2 TF2 keys from trade sites. What so hard?

but still, it shouldn't be so hard for square to put the original filter as option in the game...^^
(It's called color compositing and it's one of the many tasks managed by the textures artists based on the demand of the project manager.)
Maybe some of you wouldn't mind that 3-4 additionnal gigs to download, but that's not the same opinion for all.
I've searched a bit and found a mod made by Nofusama which brings the original gold light and even more beautifully than the original version which really reminds me of Blade Runner movie or even the DXHR CGI that was presented at that time. It really is beautiful and joyful to play the DC version of this game with his mod. By the way, you can hit the key "Scroll lock" to toggle the filter on and off to see the changes instantly.

Yes, I was having problems with reshade as you are having now, it's a pretty complex software that causes a lot of trouble to get it working 100%.
Trust me, download SweetFX Configurator, download the mod in the link that is there and inside SweetFX Configurator tell the software to use the mod that you've downloaded. It's simple and effective. The Director's Cut of the game is absolutely amazing again with that mod.
