If your problem concerns a total absence of auto recharge , then YES , you found a bug !
No is not a bug , is the game to be done so .
If you replay the game to the extreme level , keep in mind that you self recharge only the
first cell .
On easy and normal, it will (very slowly) fill both of them if you don't use augs for half a minute, and it'll take quite awhile to fill both of them.
On hard, it takes much longer, and it only fills one cell.
You can recover one cell with a candybar.
There's a box of candybars that gives you two cells.
And the ever so almost worthless jar of jelly (robo lube), that gives three cellss
You can upgrade to five total cells with aug upgrades.
And there's an upgrade that boosts recharge rate/speed.
