you can also run some monitoring programs - cpu/gpu/disk and see if some other app/program/overlay is using up resources.

1.1 was released in 1995. you should have 4.6. perhaps download the latest driver. uninstall graphics card driver with something like DDU. reboot. install latest driver. reboot. run steam system info again. that line should read
OpenGL Version: 4.6
might not solve the current issue but 1.1 is wrong
In response to the "too many cores" issue, that actually makes a lot of sense in hindsight. The Thief series has a similar problem, where the games wouldn't launch, unless you restricted them to use a single core.
Basically, this mod removes all telemetry from the game (which causes the game to take a while to close), and it includes the relevant fix by Doomhack as a toggle before you patch your DEHRDC exe to solve start-up crashes. Alternatively (as seen on PCGW):
1. Open DXHRDC.exe with a hex editor such as HxD.
2. Go to offset 0xD3165 and replace the following bytes E8 46 F0 FF FF with 90 90 90 90 90
