is this game open world?
by this i mean are there non linear levels and exploration and stuff like that?

I'd call it "hub-based". In most of the game, you are in a city with side-quests, multiple ways to complete objectives and secrets to find. If you ever played Vampire: Bloodlines, Mass Effect, Dragon Age or Knights of the old Republic - it's more like that than say Skyrim.

Deus Ex: HR like the other two previous Deus Ex titles are indeed open world but not as open world as in a sense compared to sandbox titles of those like Elder Scrolls, Fallout or GTA.

Deus Ex have always made it's story telling narrative a strong point rather than just mindlesslly going anywhere you wish doing non-plot related events though you can to many extent do such thing in Human Revolution. Other than that side-missions and multiple paths on completing certain mission adds a little into it's open world mechanics.
