Haven't tried it myself, since I have a NVIDIA & don't suffer the stutters, but might be worth a try right?

You also can try to use DXVK with async patch as a last resort and see if that helps. I didn't tried it myself with this game, it may or may not work.

Grab the tar.gz archive from "Releases" page and extract it. Windows can't extract it itself, so you need something like 7zip or Winrar. Now you should have "x32" and "x64" folders for 32-bit and 64-bit architectures. Try 32-bit first and copy all the .dll-s to the game's folder.

Edit: It really helped me doing shift+tab ingame and close the steam overlay, I've noticed less stutters.
*UPDATE* I turned off steam overlay and droppped it down to 120hz and so far its alot better...im gona turn overlay back on though see if its just the refresh rate. im pretty sure its the refresh rate now though
