Right well, first things first: Piss off. You're useless. Someone has come in with a problem, listed their specs and what they have tried to fix the issue, and you come in with your attitude?

If you agree that my computer is modern, then I disagree with your post title. Maybe you should change it to: "Unplayable for me on a modern computer".
but this one runs with default settings on AMD (gpu & cpu).
maybe try win7 compatibility ?!
could be something else is running in the background.
what kind of drive are you using ? ssd ?
could be that newer hardware causes problems, you never know.

Macbook (Win10 + GeForce, medium settings): regular small lags
(not tested mac version - not working in latest mac os)
PC 4770 RX 580 (no matter 800x600 or 4k):
- WIN10 + Latest AMD Drivers, DX11 - a lot of lags in zones where is game streaming data
- WIN10 + Latest AMD Drivers, DX9 - just unplayable
- WIN7 + Latest AMD Drivers, DX11 - unplayable, even menu hard to use
- WIN7 + Latest AMD Drivers, DX9 - a lot of lags in zones where is game streaming data
- WIN10 + 2017 may drivers, DX11 - regular small lags
DEHR (not DC) in Steam: small difference in fact (!)
Ancient XBOX360 with low speed HDD - NO LAGS AT ALL but 720p and 27-30fps :\
So I choose Win10 + 2017 drivers and DX11 in 1080p after all
Are you for real? This is a PC gaming forum and you list your PC configuration when you need to troubleshoot, because not all PC hardware is the same.

... That's not how that works, man, and you're spreading misinformation that people might be inclined to believe and repeat. Stop it.
That said, this game came out in 2013. Windows Vista(!), from 2006(!!!!!) already had Dx10 and compatible cards have been out for at least as long.
There is legit no excuse for Eidos or Nixxes to stick to Dx9, and the fact they don't even care about fixing this should make you think the next time you hover your mouse over the "buy" button for an Eidos title.
Not saying games should receive support until the end of times (that's financially unsustainable), but making games work without having to implement OS-specific workarounds and hacks that render the game broken when a newer version of that Operating System comes out might be a good start.
