Cloak and Daggers side-mission: Can't find Jenny Alexander at all in Detroit while there's riots?

I've searched everywhere around the Chiron flats and Derelict Row, yet there's no trace of her anywhere.

I think the mission is one you need to finish during the first time you're in Detroit.
